2020 Watermain Improvements Project

This locally funded 2020 Watermain Improvement project which will take place along Hillside Drive between IL-83 and the eastern limits of the roadway. This project mainly consists of replacing approximately 4,200 feet of the existing watermain with a new 8-inch watermain along with 90 service replacement from the main to existing b-box. As part of this project, the Village will also be conducting spot curb and gutter repairs, spot sidewalk repairs, some driveway aprons anticipated to be impacted by the construction, full-depth roadway resurfacing, storm sewer repairs, street signs, parkway restoration and other miscellaneous items as necessary. Update 10/15/2020

During the week of Oct 12, 2020 the contractor continued to work on watering the sod. Pavement patching work from sanitary repair is tentatively scheduled for Oct 16. This project is complete.

During the week of Sep 28, 2020 the contractor worked on watering over the new sod. Hopefully the cooler weather and rain will help it establish quickly. This project is complete. Staff is working to close out the project.

Update 09/03/2020

During the week of Aug 31, 2020, the contractor installed sod on the entire project. they also finished up the punch list items. They will be focusing on watering over the new sod over next few weeks.  

Update 08/28/2020

During the week of Aug 24, 2020 the contractor made some progress on preparing for the sod placement. The project is substantially completed. Due to extreme weather, sod installation will be performed in mid to late September 2020.

Update 08/21/2020

During the week of Aug 17, 2020, the contractor did not perform any work. The project is substantially completed. Due to extreme weather, sod installation will be performed in mid to late September 2020.

Update 08/07/2020

During the week of Aug 3, 2020, the contractor worked on punch list items such as removing weeds. The project is substantially completed. Due to extreme weather, sod installation will be performed in mid to late September 2020.

Update 07/31/2020

During the week of July 27, 2020, the contractor worked on punch list items. The project is substantially completed. Due to extreme weather, sod installation will be performed in mid to late September 2020.

Update 07/16/2020

During the week of July 13, 2020, the contractor worked on pavement markings. The project is substantially completed. Due to extreme weather, sod installation will be performed in mid to late September 2020.

Update 07/09/2020

During the week of July 6, 2020, the contractor worked on HMA driveway installation, structure adjustments, topsoil spreading and HMA surface installation. The installation of HMA surface marks substantial completion of the project. During the week of July 13, the contractor will perform pavement marking and sign installation along with punch list items. Due to extreme weather, sod installation will be performed in mid to late September.

Update 06/26/2020

During the week of June 22, 2020, the contractor finished replacing spot curb and gutter, sidewalk and driveways. Once the concrete is poured, the cure time is 72-hours before residents can get back in their driveways. They also begin to mill down the existing pavement and plan to finish it by end of this week, weather permitting. During this process, all residents impacted by the work will be out of their driveways.. The contractor is providing temporary driveway ramps to all residents. They can also park on side streets during the day and in front of their homes overnight. The police department is aware of the on street parking during this time. Weather permitting, during the week of June 29, 2020, the contractor plans to proof roll and undercuts, if necessary. They are planning to install HMA binder on the project prior to the Holiday weekend.

Update 06/19/2020

During the week of June 15, 2020, the contractor worked on removing and replacing spot curb and gutter, sidewalk and driveways. They also begin to prepare the parkways for restoration.  Weather permitting, during the week of June 22, 2020, the contractor plans to finish replacing spot curb and gutter, sidewalk and driveways.

The pavement removal is tentatively scheduled to begin during mid-week, followed by a proof roll and undercuts if necessary. During this process certain residents impacted by the work will be out of their driveways. They can park on side streets during the day and in front of their homes overnight. The police department is aware of the on street parking during this time.

Once the concrete is poured, the cure time is 72-hours before residents can get back in their driveways. All residents were notified of the upcoming operation via door hanger on Wednesday June 10, 2020.

Throughout this project, traffic will be hindered as the contractor works on various project related items. Emergency vehicle access will be maintained throughout the project. Update 06/12/2020

During the week of June 8, 2020, the contractor worked on making final watermain connections at the intersections of Tioga/Hillside, MoHawk/Hillside as well as Marshall Rd. They also begin removing the C&G along Hillside Dr. Weather permitting, during the week of June 15, 2020, the contractor plans to continue to remove spot curb and gutter, sidewalk and driveways. A subcontractor will be in next week as well to start forming and placing those items. During this process, certain residents impacted by the work will be out of their driveways. They can park on side streets during the day and in front of their homes overnight. The police department is aware of the on street parking during this time. Weather permitting, during the week of June 8, 2020, the contractor plans to continue water service transfers to new watermain. The contractor is estimating another week or so of service transfers. During the transfer process, individual services will be impacted for 2-3 hours. The contractor will work with individual homeowners to transfer the services and will notify them of the shutdown. The transfer of service does not require a boil order. There are 91 service transfers to perform on the project.

Update 05/22/2020

During the week of May 18, 2020, the contractor worked on transferring services on to the new watermain. Weather permitting, during the week of May 26, 2020, the contractor plans to continue water service transfers to new watermain. During the transfer process, individual services will be impacted for 2-3 hours. The contractor will work with individual homeowners to transfer the services and will notify them of the shutdown. The transfer of service does not require a boil order. There are 91 service transfers to perform on the project. The contractor anticipates to transfer about 6 services a day which will take 3 weeks of work.

During the week of May 11, 2020, the contractor begin to transfer services on to the new watermain. Weather permitting, during the week of May 18, 2020, the contractor plans to continue water service transfers to new watermain. The contractor also plans to have a boring crew onsite to bore the long side services. During the transfer process, individual services will be impacted for 2-3 hours. The contractor will work with individual homeowners to transfer the services and will notify them of the shutdown. The transfer of service does not require a boil order. There are 91 service transfers to perform on the project. The contractor anticipates to transfer about 6 services a day which will take 3 weeks of work.

Update 05/08/2020

During the week of May 4, 2020, the contractor worked on watermain connections at IL 83/Hillside, east end of Hillside, Walnut/Hillside, Church/Hillside, Franzen/Hillside and Poppy/Hillside. The contractor also successfully filled and flushed, pressure tested the new watermain and begin the chlorination process. Weather permitting and pending chlorination results, during the week of May 11, 2020, the contractor plans to begin water service transfers to new watermain. During the transfer process, individual services will be impacted for 2-3 hours. The contractor will work with individual homeowners to transfer the services and will notify them of the shutdown. The transfer of service does not require a boil order. There are 91 service transfers to perform on the project. The contractor anticipates to transfer about 6 services a day which will take 3 weeks of work.

Update 05/01/2020

During the week of April 27, 2020, the contractor worked on watermain installation. All watermain installation along with side street connections have been completed. Weather permitting, during the week of May 4 2020, the contractor plans to connect the new watermain to the existing watermain at the east and west end of the project. These connections are planned for Monday May 4, 2020 which will require water to be shutdown. The impacted residents will be notified via door hanger notifications. Following the shutdown, a pre-cautionary 24-hr boil order will be in effect. After the connections are established, the contractor will work on flushing, pressure testing and chlorinating the new watermain. Once the chlorination samples are cleared, water service installations can began.

Update 4/24/2020

During the week of April 20, 2020, the contractor worked on watermain installation between Franzen St and Church Rd. The contractor also had a second crew worked on installing fire hydrants and side street connections. Weather permitting, during the week of April 27, 2020, the contractor plans to continuing work on watermain installation east of Church Rd. At this time, we anticipate there will be a water shutdown on this project mid to late next week. The impacted residents will be notified via door hanger notifications. Following the shutdown, a pre-cautionary 24-hr boil order will be in effect.

Update 04/17/2020

During the week of April 13, 2020, the contractor worked on watermain installation between IL 83 and Franzen St. The contractor also worked on installation of traffic control and protection, mobilization and material deliveries.

Weather permitting, during the week of April 20, 2020, the contractor plans to continuing work on watermain installation east of Franzen St. The contractor plans to begin watermain installation at IL-83/Hillside Dr and work their way east. At this time, there are no anticipated water shutdown for upcoming week.

Update 04/14/2020

The tentatively scheduled shutdown for Tuesday April 14 has been postponed due to unforeseen circumstances. A new date of the shutdown will be determined at a later date and impacted residents will be notified.

Update 04/10/2020

During the week of April 6, 2020, staff held a teleconference pre-construction meeting. The contractor worked on installation of traffic control and protection, construction layout and begin pavement saw-cutting. 

Weather permitting, during the week of April 13, 2020, the contractor plans to work on site mobilization, pavement grinding as well as watermain installation tentatively beginning on April 14. The contractor plans to begin watermain installation at IL-83/Hillside Dr and work their way east. At this time, a tentative water shutdown is scheduled to take place on April 14 between 9 AM-3 PM. The impacted residents will be notified via door hangers/ mailbox hangers on Monday April 13. A pre-cautionary boil order will remain in place for minimum of 24-hrs after the water has been turned on. Residents will be notified when the boil order is lifted.
