2019 Street Improvement Project (CDBG)

This locally and grant funded 2019 Street Improvements Project which has been delayed a year due to the availability of the federal funds associated with the project. This project will be located along Eastview Ave and Franzen St between Irving Park Rd and Hillside Dr. The project mainly consists of replacing approximately 1,700 linear feet of watermain mainly along Eastview Ave and at three of the streets intersection (Brookwood, Medinah and Glendale) with Franzen St. As part of this project, the Village will also be replacing two water service up to the existing b-box, conducting spot curb and gutter repairs, spot sidewalk repairs, some driveway aprons anticipated to be impacted by the construction, full-depth roadway resurfacing, storm sewer repairs, parkway restoration and other miscellaneous items as necessary. During the of Oct 12, 2020 the contractor finished addressing punch list items.  This project is complete.

During the of Sep 28, 2020 the contractor finished addressing the landscaping issues along Franzen St by replacing the sod. This project is substantially complete. Staff is working to close out the project.

During the of Sep 21, 2020, the contractor begin to address the landscaping issues along Franzen St by replacing the sod. This project is substantially complete. Staff is working to close out the project.

During the of Sep 14, 2020, the contractor did not perform any work. This project is substantially completed. The contractor has been informed of all deficiencies related to the landscaping. We are awaiting a schedule to address the issues.

During the of July 27, 2020, the contractor was issued a punch list of items to be addressed. This project is substantially completed. Any landscaping related issues will be addressed in mid to late September 2020.

Update 07/16/2020

During the of July 13, 2020, the contractor worked on watering the sod. This project is substantially completed. During the week of July 20, the contractor will perform pavement marking and sign installation along with punch list items.

Update 07/09/2020

During the of July 6, 2002, the contractor worked on HMA surface installation as well as watering the sod. The installation of HMA surface marks substantial completion of the project During the week of July 13, the contractor will perform pavement marking and sign installation along with punch list items.

Update 06/26/2020

During the of June 22, 2020, the contractor worked on preparing parkways and installing sod. Weather permitting, during the week of June 29, 2020, the contractor plans to install HMA surface towards the end of the week.

Update 06/19/2020

During the week of June 15, 2020 the contractor worked on placing HMA binder on both streets, made structure adjustments, and place barrier curb behind sidewalks where necessary. Weather permitting, during the week of June 22, 2020, the contractor plans on restoring parkways and is tentatively scheduled to install HMA surface towards the end of the week.

Update 06/12/2020

During the of June 8, 2020, the contractor worked on removing, forming and replacing C&G as well as performed curb drainage structure adjustments. They also worked on removing existing pavement on Eastview Ave as well as Franzen St. The watermain trench was paved as well. The contractor is planning on working on Saturday June 13 to perform proof roll and any required undercuts on these streets. Weather permitting, the week of June 15, the contractor plans to pave HMA binder on both streets, make structure adjustments and place barrier curb behind sidewalks where necessary. During this process the intersections and driveways have been provided temporary access.  All residents were notified of the upcoming operation via door hanger on Wednesday June 10, 2020.

Update 06/05/2020

During the short week of June 1, 2020, the contractor worked on removing, forming and replacing C&G as well as performed curb drainage structure adjustments. Weather permitting, the week of June 8, the contractor will finish curb structure adjustments and then will frame and pour remaining C&G as well as sidewalk and ADA ramps. For those residents directly impacted by the concrete C&G and sidewalk work will be allowed to park their vehicles on the street overnight. After the placement of concrete, the cure time is usually 72-hours.

Update 05/29/2020

During the short week of May 26, 2020, the contractor has some equipment issue but managed to perform construction layout for sidewalk removal and replacement as well as saw cutting of C&G and sidewalk marked for replacement. Weather permitting, during the week of June 1, the concrete contractor is scheduled to be onsite to start removing, forming and replacing C&G as well as sidewalks. For those residents directly impacted by the concrete C&G and sidewalk work will be allowed to park their vehicles on the street overnight. After the placement of concrete, the cure time is usually 72-hours.

Update 05/22/2020

During the week of May 18, 2020, the contractor successfully worked on making connections to the new watermain at intersections of Eastview/Medinah; Eastview/Brookwood and Eastview/Glendale as well as disconnection at IL19/Eastview Ave. This marks the end of major underground improvements on the project. Weather permitting, during the week of May 26, the concrete contractor is tentatively scheduled to be onsite to start removing and replacing C&G. The underground contractor will tie up any remainder of loose ends.

Update 05/15/2020

During the week of May 11, 2020, the contractor successfully passed chlorination of the watermain on Eastview Ave. They also made a connection to the new watermain at Eastview/Algonquin intersection as well as transferred over the 2 water services to the new watermain. During the week of May 18, weather permitting, the contractor will be working on making connections to the new watermain at intersections of Eastview/Medinah; Eastview/Brookwood and Eastview/Glendale throughout the week. These connections are tentatively planned for Monday May 18, Tuesday may 19 and Wednesday May 20, 2020 which will require water to be shutdown. The impacted residents will be notified via door hanger notifications. Following the shutdown, a pre-cautionary 24-hr boil order will be in effect.

Update 05/08/2020

During the week of May 4, 2020, the contractor made the watermain connection intersection of Franzen St/Medinah St  as well as Franzen St/Brookwood St during the middle of the week. The contractor also completed watermain installation on Eastview Ave as well as successfully pressure tested the watermain. During the week of May 11, weather permitting, the contractor will be chlorinating the new watermain on Eastview Ave. Once the chlorination samples are cleared, water service installations can began. There are only 2 service transfers to the new watermain. During the transfer process, individual services will be impacted for 2-3 hours. The contractor will work with individual homeowners to transfer the services and will notify them of the shutdown. The transfer of service does not require a boil order. The contractor also plans to work on structure adjustments and reconstruction.

Update 05/01/2020

During the week of April 27, 2020, the contractor had two crews working on watermain installation on Eastview Ave including the connection at Irving Park Rd. The contractor also worked on watermain connection at intersection of Glendale St/Franzen St.  Weather permitting, during the week of May 4, 2020, the contractor plans to make the watermain connection intersection of Franzen St/Medinah St during beginning of the week and then move on to Franzen St/Brookwood St during the middle of the week. The contractor anticipates 2-days’ worth of work at each intersection. At this time, there will be a water shutdown on this project on Monday May 4, 2020 and possibly another on Wednesday May 6, 2020. The impacted residents will be notified via door hanger notifications. Following the shutdown, a pre-cautionary 24-hr boil order will be in effect. The contractor will also work on flushing, pressure testing and chlorinating the new watermain on Eastview Ave. Once the chlorination samples are cleared, water service installations can began.

During the week of April 20, 2020, the contractor had two crews working on watermain installation on Eastview Ave. Weather permitting, during the week of April 27, 2020, the contractor plans to make the watermain connection Eastview Ave & IL-19. A second crew is scheduled to work on watermain installation at intersection of Franzen St/Glendale St during beginning of the week and then move on to Franzen St/Brookwood St during the middle of the week. The contractor anticipates 2-days’ worth of work at each intersection. At this time, there will be a water shutdown on this project on Monday April 27, 2020 and possibly another one mid to late next week. The impacted residents will be notified via door hanger notifications. Following the shutdown, a pre-cautionary 24-hr boil order will be in effect.

During the week of April 13, 2020, the contractor worked  on traffic control installation, site layout, mobilization, pavement grinding and watermain installation on Eastview Ave. 

Weather permitting, during the week of April 20, 2020, the contractor plans to continuing watermain installation on Eastview Ave and possibly bringing in a second crew to work on watermain installation at intersection of Franzen St/Medinah during the latter half of the week. At this time, there are no anticipated water shutdown for upcoming week.

During the week of April 6, 2020, staff held a teleconference pre-construction meeting. The contractor begun work on traffic control installation and site layout.

Weather permitting, during the week of April 13, 2020, the contractor plans to complete the site layout, staging and site mobilization, pavement grinding and possibly begin underground watermain installation in the latter half of the week.
