BENSENVILLE SENIOR CENTER – ASBESTOS ABATEMENT PROJECT

 

NOTICE TO BIDDERS

 

THE VILLAGE OF BENSENVILLE, DuPAGE COUNTY, ILLINOIS, will receive sealed bids for the Bensenville Senior Center – Asbestos Abatement Project until Ten A.M. (10:00 A.M.), April 8, 2022 at the office of the Municipal Clerk in the Village Hall, 12 South Center Street, in the Village of Bensenville, Illinois, at which time and place all bids will be publicly opened and read aloud. All bids must clearly be identifies with “Senior Center - Asbestos Abatement” on the outside of the submission. 

 

The Village of Bensenville (Owner) is requesting Bids from qualified contractors to provide all labor, equipment, materials, supplies and other services necessary for the abatement of asbestos-containing materials as specified in the Scope of Work and Asbestos Abatement Specifications. 

 

The contract documents are available digitally by sending an email to  Emails requesting contract documents must include Company name, address, phone number, contact person, and return email address. Any technical questions regarding the bid shall be directed to Mr. Ryan LaDieu, True North Consultants, Inc., 1000 East Warrenville Road, Naperville, IL  60563, (630) 717-2880. 

 

A bid bond, certified check, bank draft or irrevocable letter of credit on solvent bank letterhead with authorized signature, payable to the “Village of Bensenville”, or cash in the amount of not less than five percent (5%) of the amount of the bid shall be submitted with each bid. 

 

The successful bidder will be required to furnish a satisfactory performance bond in the amount equal to one hundred percent (100%) of the Contract sum as a security for the faithful performance of the Contract. The “Village of Bensenville” shall be named the primary obligee on the face of the bond. The successful bidder shall also furnish a Certificate of Insurance. No bid shall be withdrawn after opening of bids without the consent of the said Municipality for a period of sixty (60) days after the scheduled time of opening bids.

 

The Village of Bensenville reserves the right to reject any or all bids and to waive any informalities in bidding and to accept the bid deemed most advantageous to it, all in accordance with the standard specifications.

 

The Village of Bensenville is using Illinois Department of Commerce & Economic Opportunity (DCEO) grant funding to perform this project.  In order for the Village to be eligible for full funding from DCEO, this contract requires an overall Business Enterprise Program (BEP) Goal of 30% with 25% of the grant dollars going to minority-owned business enterprises (MBEs) and 5% of the grant dollars going to women-owned business enterprises (WBEs) and Persons with Disabilities (PBE).  Further information on these requirements is located in Section 6 of this Request for Bid.

 

This project also requires participation in the Illinois Works Apprenticeship Initiative. This program opens the doors of opportunity into the construction industry and the trades. For applicable projects, the goal is for apprentices attending apprenticeship programs approved and registered by the U.S. Department of Labor to perform 10% of the total labor hours actually worked in each prevailing wage category OR 10% of the estimated labor hours in each prevailing wage category, whichever is less.

 

Federal Labor Standards and Prevailing Wage Rates will apply to this project.
