Arena Floor System Replacement
Introduction
The Village of Bensenville is seeking qualifications for “Professional Engineering Services” for the replacement of the arena floor system at the Edge on Jefferson Street - West Ice Arena, at 735 E. Jefferson Street, Bensenville, IL 60106.
Scope of Services
The Village of Bensenville owns and operates a twin pad Ice Arena known as the Edge on Jefferson Street. The Jefferson West surface has had an inoperable underfloor warming system for several years and now has floor heaving as a result. The Village of Bensenville believes that removal of the existing “heaved” concrete floor system and installation of a new, full- functioning, concrete floor system is necessary to restore reliable and dependable ongoing operation of its West Arena. During the course of this renovation, dasher board systems will need to be removed prior to the floor removal and reinstalled at the conclusion of the successful floor replacement. Demonstration of the successful operation of the refrigeration system and all related components shall be required upon completion of this project.
Qualified recipients of this award shall demonstrate the ability to evaluate and determine all factors which contributed to the existing floor heave as well as the ability to recommend and implement necessary measures to ensure prevention of future floor heaving of the Edge on Jefferson West ice arena.
Required Professional Qualifications
- Statement of previous experience dealing with floor replacement, refrigeration system replacement and ice rink construction projects. Please list project locations and key contacts. (20%)
- Statement of names and duties of the individuals that will be involved in this project as well as the resumes and professional experience/qualifications. (15%)
- Statement of approach anticipated to analyze and evaluate all factors contributing to the current failure of the underfloor warming system and subsequent floor heave. (15%)
- Statement of recommendations to correct existing problem as well as recommended measures to prevent future problems with the refrigeration/rink floor system. (15%)
- Statement of availability and adequacy, in both number and quality of staff to perform all functions required for the proposed service to demonstrate the ability to ensure project completion by August 19, 2016. (10%)
- Presentation of a project timeline. (10%)
- Statement of completing projects on time and within budget. (10%)
- Statement of working successfully with municipal staff, advisory committees and providing effective leadership within public forums on similar projects. (5%)
Submittal of Qualifications Instructions
Consultant shall include proposed lump sum fee to complete the outlined work for the project broken out by design, bidding and construction administration with approximate number of staff hours for each task. The Village may choose not to proceed with any further work upon completion of pre-design, design and bidding, at the discretion of the Village of Bensenville.
Said fee proposal shall be sealed in a separate envelope included with proposal. The Village of Bensenville shall review qualifications and score prior to opening proposed fee for services. Final decision will be based upon the qualifications ratings and fee proposed. Include anticipated total construction project cost.

Ranking
Based upon the written submissions, oral interviews and any supplementary information submitted in response to the Rink Floor Project Committee’s Request, and based upon such independent investigation (e.g. discussions with previous clients) as the Rink Floor Project Committee determines to be necessary or desirable to assist it in evaluating a Finalist’s qualifications, the Rink Floor Committee will rank the Finalists in the order of their qualifications for the Project.
