Life Cycle Assessment and Maintenance Plan for Ice Arena Refrigeration Systems
Introduction
The Village of Bensenville is seeking qualifications for “Professional Engineering Services” necessary to conduct an Ice Arena Refrigeration Systems Life Cycle Assessment and create an Ice Arena Refrigeration Systems Maintenance Plan for its Ice Arenas located at 735 East Jefferson Street and 545 John Street, Bensenville, IL 60106.
Purpose
The most qualified professional engineering firm will be selected to identify and prioritize what will be required to maintain the facility over the years and to establish cost considerations that facility management will have to address. Upon completion, such firm will present to the Village, an Ice Arena Refrigeration Systems Life Cycle Assessment and an Ice Arena Refrigeration System Maintenance Plan that includes a schedule and budget.
Scope of Services
The Village of Bensenville owns and operates a twin pad Ice Arena known as the Edge on Jefferson Street and a single pad Ice Arena known as the Edge on John Street. There are several known issues with the refrigeration systems at this time.
Required components of the Refrigeration System Assessment include but are not limited to:
- Compressors
- Chiller
- Condensers
- Pumps
- Brine Piping System
- Floor
- Groundwater Drainage System
- Electrical
- Motors
- Miscellaneous (valves, controls, relief valves, compressor safeties, thermometers)
Qualified recipients of this award shall demonstrate the ability to evaluate and assess all refrigeration system components (Life Cycle Assessment) as well as the ability to identify, prioritize, develop, schedule and budget an Ice Arena Refrigeration System Maintenance Plan that is designed to ensure ongoing, safe and efficient operation of the Arenas over time.
Timeline for Life Cycle Assessment and Refrigeration Maintenance Plan
This study and related report will need to be completed prior to August 26, 2016. Ice shall be removed for annual maintenance for each of the three ice surfaces according to the following schedule:
- John Street Ice Arena: May 23 – June 26
- Jefferson West Ice Arena: June 6 – July 3
- Jefferson East Ice Arena: July 11 – August 5
Required Professional Qualifications
- Statement of previous experience dealing with ice arena refrigeration systems, refrigeration system replacement and ice arena construction projects. Please list project locations and key contacts. (20%)
- Statement of names and duties of the individuals that will be involved in this project as well as the resumes and professional experience/qualifications. (10%)
- Statement of anticipated approach to analyze and evaluate all ice arena refrigeration system components. (20%)
- Presentation of a Life Cycle Analysis, Assessment and Maintenance Plan timeline. (10%)
- Statement of completing projects on time and within budget. (10%)
- Statement of working successfully with municipal staff, advisory committees and providing effective leadership within public forums on similar projects. (15%)
- Statement demonstrating a sample Life Cycle Assessment and Refrigeration Maintenance Plan (15%)
Submittal of Qualifications Instructions
Consultant shall include proposed lump sum fee to complete the Life Cycle Assessment and Ice Arena Refrigeration System Plan broken out by approximate number of staff hours for each task.
Said fee proposal shall be sealed in a separate envelope included with proposal. The Village of Bensenville shall review qualifications and score prior to opening proposed fee for services. Final decision will be based upon the qualifications ratings and fee proposed.

Ranking
Written submissions, oral interviews and any supplementary information submitted in response to the Village of Bensenville’s Request, and based upon such independent investigation (e.g. discussions with previous clients) that the Village of Bensenville determines to be necessary or desirable to assist it in evaluating a Finalist’s qualifications, the Village of Bensenville will rank the Finalists in the order of their qualifications for the Project.
