NOTICE TO BIDDERS
The Village will receive sealed proposals for the following improvements at the Bensenville Village Hall, 12 S. Center Street, Bensenville, IL 60106 until 10:00 A.M. on April 7, 2016.

CHURCH ROAD WATER MAIN AND SERVICE CONNECTIONS
Proposals will be publicly read aloud at 10:00 A.M. on April 7, 2016. No bid shall be withdrawn after the opening of the proposals without the consent of the Village for a period of sixty days after the scheduled time of closing bids.
This project generally consists of the construction of a new water main connection and new residential water service connections to an existing 12-inch diameter water main on Church Road, including pavement and landscape restoration and all related appurtenances and accessories necessary to complete the work.
A mandatory pre-bid meeting will be held at Bensenville Public Works (717 East Jefferson Street, Bensenville, Illinois 60106) on March 31, 2016, at 9:45 a.m., local time. Bidders/Contractors not attending the Pre-Bid Conference shall have their bids rejected.
All proposals shall be sealed in an envelope, addressed to the Village of Bensenville, attention Village Clerk. The name, address and phone number of the bidder and the name of the project shall also appear on the outside of the envelope. Proposals must be submitted on the forms provided by the Engineer.
The Contract Documents may be examined at the following locations:

The Contract Documents for the proposed improvements may be obtained at the office of the Engineer, Christopher B. Burke Engineering, Ltd., 9575 W. Higgins Road, Suite 600, Rosemont, Illinois 60018, telephone: 847-823-0500, upon payment of a non-refundable fee of fifty dollars ($50.00) for each set of Contract Documents payable to Christopher B. Burke Engineering, Ltd.
A certified check/bank draft drawn on a solvent bank, payable without condition to the Village of Bensenville, or a bid bond in an amount not less than ten percent (10%) of the bid shall be submitted with each proposal as a guarantee that, if the proposal is accepted, a contract will be entered into and the performance of the contract is properly secured.
A Contract Bond, each in a sum equal to one hundred percent (100%) of the amount of the bid with sureties to be approved by the Village, must be furnished by the successful bidder. All bids or proposals shall contain an offer to furnish bonds upon acceptance of such bid or proposal.
Contractors shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and the State of Illinois Department of Labor for DuPage County. Copies of these wage rates are incorporated in the Contract Documents.
Contractors responsible for the paving operations must be IDOT pre-qualified. The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the Village their best interests will be promoted thereby.

It shall be the responsibility of the bidder to deliver its bid to the designated person at the appointed place, prior to the announced time for the opening of the bids. Late delivery of a bid for any reason, including faulty or late delivery by United States Mail or other carrier will disqualify the bid.
NO FAXED PROPOSALS WILL BE ACCEPTED.The Village reserves the right to accept or reject any or all proposals and award the contract to the proposal which is the best in the opinion of the Village.The award of a contract by the Village of Bensenville shall in no way be considered a binding contract and no such binding contract shall result until such time as a written contract has been executed by the proper authority of the Village of Bensenville and the other party to whom the contract has been awarded.
